The Legal Aid, Sentencing and Punishment of Offenders Act come into force on 1 April 2013. Due to the new act changes were required to the policy and business rules.

To benefit those providers who use a Content Management System (CMS), Legal Servcies Commission (LSC) is committed to defining processes and data interfaces for civil certificated case work that will feature bi-directional data exchange between CMS and Client and Cost Management System (CCMS). The interface should allow Bills and Payments on account to be electronically uploaded into CCMS.

The OPA rules were updated to take into consideration Legal Aid Reform changes. The Billing rulebase is also used to determine the outcomes for bills and payments on account, electronically uploaded into the system.

Batch XML file upload functionality allows the providers to upload many bills at one go saving them considerable time. Once the file upload has been completed, the providers are notified which, if any, claims are rejected and are given the reasons for rejection. To ensure that a consistent outcome will be determined from the OPA rulebase, the same billing rulebase is used for XML upload as well as for manual bill entry in the system.
